Chairman of the City's Traffic Team for 8 years who's role was to make recommendations and rulings on traffic policy and safety issues. From December 2005 to January 2014 (8 years 2 months) Project Manager @ Supervised and managed a variety civil design projects include surveying, site master planning, site design, and preparing a wide variety of environmental permit packages. From February 1997 to February 2004 (7 years 1 month) Assistant Tunnel Manager @ Served as the lead consultant for the Kentucky Transportation Cabinet and worked directly for the Kentucky State Highway Engineer Mac Yowell in the preparation of a report that would be used to determine the operational structure of the Cumberland Gap Tunnel. A four member panel including the National Park Service, Virginia, Kentucky, and Tennessee selected Vaughn & Melton to start up and operate the Cumberland Gap Tunnel in the summer of 1995. The firm continues to operate the tunnel today and uses the same organizational structure that was recommended in the report that Mr. Branham produced. He was chosen to head the startup operations which included being responsible for hiring and the cross training of 45 people in such duties as operation of SCADA systems, remote monitoring, Haz-Mat first response, emergency medical technician, and basic fire fighting skills. Mr. Branham continued with startup and general operations development for several months after the tunnel opened in October 1996. He left the operations in Middlesboro at the tunnel to pursue his engineering career in the Vaughn & Melton Greeneville TN office in April 1997. From February 1995 to February 1997 (2 years 1 month) Resident Assistant Engineer @ Supervised a survey crew and office staff for a small field office established to construct 8 miles of the “AA Hwy” or KY 10 in Lewis & Greenup Counties in Kentucky. Job responsibilities included the management of one survey crew, preparing progress cross sections for determining earthwork quantities, compiling daily field notes, testing documentation, and project file maintenance. From February 1992 to February 1994 (2 years 1 month)
