CEF was created through an alliance of the members of Associated Builders and Contractors (ABC), North Texas Chapter, and Associated General Contractors (AGC), Dallas Chapter. Associated General Contractors (AGC), Fort Worth Chapter and The American Subcontractors Association (ASA), North Texas Chapter joined the partnership later in 1996. In January 2009, ABC and AGC joined forces and became TEXO Association. The purpose of CEF is to provide the construction industry with the most qualified technically trained people, from Craft Workers to the Supervisory level. CEF also provides the entire construction community with a funding mechanism to meet the needs of contractors and owners.
