From 1993 to 1997, he worked as a research associate at the Adam Smith Institute, a think tank located in London, England. From 1997 to 1999, Stephen worked as a researcher at the European Social Observatory, a policy think tank based in Geneva, Switzerland. From 1999 to 2001, Stephen worked as a research associate at the Heritage Foundation, a conservative think tank located in Washington D.C.After 10 years of research and discussion with colleagues at the Heritage Foundation, Stephen developed the concept for City Hotels, the first global hospitality franchise.
