Todd Lewicki

Todd Lewicki currently serves as the Utilization Management and Waiver Director at Mid-State Health Network (MSHN), where he plays a pivotal role in overseeing the regional management of Michigan’s Medicaid waivers, state plan services, and EPSDT programs across a 21-county region. In this capacity, Todd leverages his extensive expertise in clinical research, healthcare administration, and social services to develop and implement best practice criteria that support effective utilization management decisions. His leadership ensures that regional providers and key stakeholders are aligned on clinical standards, particularly in areas related to mental health, intellectual and developmental disabilities, and substance use disorders.

A core aspect of Todd’s role involves navigating complex clinical issues and creating guidance around the delivery of services such as the Autism Benefit, Children’s Waiver, 1915(i) SPA, and Waivers for Children with Severe Emotional Disturbance and Habilitation Supports. By fostering collaborative relationships with 12 Community Mental Health Service Providers (CMHSPs) and contracted SUD providers, Todd ensures that regional practices adhere to federal and state regulations while promoting person-centered, evidence-based care. His proficiency in utilizing tools like Excel and PowerPoint supports data-driven decision-making and staff training initiatives, enhancing the overall quality of utilization management.

Through his leadership, Todd has contributed to streamlining processes, improving clinical outcomes, and ensuring compliance with Medicaid policies. His strategic approach and expertise in clinical and social services position him as a key driver in advancing regional mental health and disability services, ultimately supporting better access, quality, and efficiency in care delivery across Michigan’s mid-state region.
