Seetha Surash

Seetha Surash currently serves as a Manager in the Co-Lab - Behavioural Insights & Design Research Unit at the Ministry of Manpower (MOM), where she plays a pivotal role in leveraging human-centred design and behavioural science to inform policy and organisational transformation. Her expertise lies in applying behavioural insights to develop innovative, evidence-based interventions that enhance service delivery and operational efficiency across the ministry. Seetha’s work involves designing and testing targeted nudges, communication strategies, and process improvements through rigorous research methodologies, including randomised controlled trials (RCTs). She manages projects end-to-end—from research design and data collection to implementation and analysis—ensuring that interventions are both effective and scalable.

In her current role, Seetha collaborates closely with cross-functional teams to embed behavioural science principles into policy formulation and service design, fostering a culture of continuous improvement. Her experience in qualitative research, creative writing, and data analysis enables her to craft compelling narratives and insights that drive decision-making. She also utilises tools like Adobe Illustrator for visual communication and social media platforms to disseminate findings and promote behavioural change initiatives.

Prior to her current position, Seetha was a Researcher at the Civil Service College Singapore, where she honed her skills in strategic design and program facilitation. Her diverse skill set—ranging from library research and academic writing to social media engagement—positions her as a versatile professional capable of translating behavioural insights into impactful, user-centric solutions that support MOM’s mission to create a fair, efficient, and forward-looking workforce ecosystem.
