Owido Fredrick currently serves as the Chief ICT Officer at the County Assembly of Kisumu, where he plays a pivotal role in shaping the digital infrastructure and technological strategies that support legislative functions and administrative operations. In this capacity, Owido leverages his extensive hands-on experience with Office 365 tools such as SharePoint, Teams, Azure Active Directory, and OneDrive to facilitate seamless collaboration, document management, and communication across departments. His expertise in Windows Server Administration, Azure cloud services, and network support ensures the stability, security, and scalability of the county’s ICT environment, enabling efficient service delivery to both staff and constituents.

A key project under Owido’s leadership involved the development and implementation of a comprehensive e-governance platform that integrates document workflows, legislative tracking, and citizen engagement portals. His proficiency in system design, upgrading software, and maintaining ICT standards has been instrumental in modernizing the county’s digital operations. Additionally, Owido’s programming skills in C#, PHP, HTML, CSS, JavaScript, JQuery, Java, and MYSQL have empowered him to customize solutions tailored to the unique needs of the County Assembly.
