The Ark-Tex Council of Governments (ATCOG) is a voluntary association of, by and for local governments in a ten county Northeast Texas and SW Arkansas region. ATCOG serves approximately 325,409 citizens covering a 6,400 square mile area that includes Bowie, Cass, Delta, Franklin, Hopkins, Lamar, Morris, Titus, Red River Counties (TX) and Miller County (AR). While we are a political subdivision of Texas and Arkansas, we do not have regulation or taxing authority. ATCOG's purpose is to assist local governments to help recognize regional opportunities, eliminate unnecessary duplication, and make joint decisions to help strengthen the power of each area while collectively enhancing our entire region.
