The Office of State Human Resources (OSHR) serves as the "Center of Human Resources Expertise" for the State of North Carolina through an integrated, multidisciplinary, professional Human Resources Team that is collaborative, strategic, and customer-focused, and supports state government efforts to attract, retain, develop, and motivate a high-performing, diverse workforce. In compliance with the State Human Resources Act and with accountability to the Governor and the State Human Resources Commission, we provide high quality human resources services that enable agencies and universities to attract, motivate, develop, and retain a competent, diverse workforce to meet their business objectives. The agency is comprised of the following divisions Director’s Offices, Business Operations, Diversity & Workforce Services, Government Relations, Human Resources, HR Data Assessment and Review, Safety, Health and Workers’ Compensation, Talent Acquisition Services, Total Rewards, Learning & Development, NC Flex & State Benefits, and Temporary Solutions.
