Community feedback strongly identified a need for an independent, specialist mental health complaints body in Victoria. The establishment of the MHCC responds to the community's expectations and introduced further safeguards to protect the rights and dignity of people with mental illness. Government states that the MHCC will be accessible, supportive and responsive, and the expectation of the Minister for Mental Health is that the MHCC will engender confidence in consumers, carers and their families.
