In 1988, a group of business and community leaders decided to create a pre-college program in response to the failure of the public school system to get students into college. These leaders recognized that there were many students being "harbored" in neighborhood high schools. They came to school regularly, played by the rules, and demonstrated substantial academic potential. These students, however, were overlooked due to school officials giving more attention to those young adults who did not play by the rules. As a result, CollegeBound came into existence as an independent, non-profit program designed to work exclusively with city students to help them achieve a post-secondary education. The broader goal was to prepare them to be members of Baltimore's workforce and to contribute to the strengthening of the social and economic fabric of our city.
