He has also been a Research Staff Member, Department of Political Science and Public Policy, at the University of South Florida from 2017-19. There, he researched the Effects of Cooperative Federalism on Democracy and Governance.Rao is a Russian American and his paternal ancestors4 were part of the Russian Imperial dynasty that ruled Russia from 1723-1922. His paternal grandmother was a Ukrainian Buddhist monk and he has been UCLA-educated since college. After college, he worked as a Research Assistant at the Hoover Institution, Stanford University ( Hilary Seligman Postdoctoral Fellow, Hoover Institution, Stanford University) and then at the Center for world Politics at American University. While at A.U., he also founded the Minsk-based Center for European Studies, where he served as the Founding Editor-in-Chief and is currently the Executive Director.
