Managing Director @ The Institute of Transport Economics (Transportøkonomisk institutt, TØI) is a national institution for transport research and development. The Institute was set up in 1958, firstly as a Government secretariat and later (from 1964) as a separate research institution under the auspices of the Royal Norwegian Council for Scientific and Industrial Research (NTNF, now merged into the Research Council of Norway). In 1986 the Institute became a private, independent research foundation. The Institute receives its annual base funding from the Research Council of Norway.
The main objectives of the Institute are to carry out applied research on issues connected with transport and to promote the application of research results by advising the authorities, the transport industry and the public at large. Its sphere of activity includes most of the current major issues in road, rail, sea and air transport. The Institute is also involved in international cooperation within the transport sector.
Special emphasis is placed on the practical application of research results, and most of the studies and projects carried out here are commissioned. In Norway most of the clients are central government bodies and local authorities, with some commissions from the private sector. Major clients are the Ministry of Transport and Communications, the Public Roads Administration and the Research Council of Norway. The Institute is also engaged in a number of research projects for the European Commission, for public authorities in different countries and for international organisations. Responsible for one VTI Department with units in Stockholm and in Borlänge. Approximately 30 researchers. Member of VTI management team. Member of CTS management team. Project leader for numerous projects including coordination of EU project. Own research in traffic safety and pricing issues. From October 2007 to December 2010 (3 years 3 months) Research Director (Ph.D) Unit Transport Economics Stcokholm @ Research Director Transport Economic unit Stockholm. Responsible for establishing VTI in Stockholm. Project leader for numerous projects including coordination of the EU project CATRIN and project for the National Road Fund of Zambia. From January 2006 to January 2007 (1 year 1 month) Senior Research Leader @ Project leader for numerous projects including the national MC-theme and PINA with research on pricing principles in the transport sector. Work package leader on accident costing and pricing in the European Union project UNITE, work package leader in the EU project GRACE and task leader on accident costing in the HEATCO project. Participant in other EU projects as PETS and MC-ICAM. Main area of own research includes pricing principles of transport, estimation of marginal costs, valuation of accidents and internalisation of external costs. In parallel to the above tasks, studies in Economics and preparation of thesis, Örebro University. From January 1999 to January 2006 (7 years 1 month) Research fellow @ Research in transport economics, road pricing, organisation and market development, especially in the road sector. Linked to Uppsala University and Dalarna University. From January 1997 to December 1998 (2 years) National Expert @ Planning, preparation, writing and follow-up activities related to the European Commission Green Paper “Towards Fair and Efficient Pricing in Transport”. From June 1995 to January 1997 (1 year 8 months) Senior Transport Economist @ Responsible for the development of economic road analyses for the World Bank Highway Capacity Manual Project (HCM) in Indonesia From June 1995 to November 1995 (6 months) Research Fellow @ Research in transport economics, road pricing, organisation and market development, especially in the road sector. From June 1994 to June 1995 (1 year 1 month) Expert in Economics and Strategic Road planning @ Expert at the Swedish National Road Administration in the field of “economics and strategic planning” which includes, Cost Benefit Analysis, Evaluations, Road Pricing, Demand Analysis, Forecasts, Planning Methods and Planning Models. The appointment includes an overall responsibility for the field; support, information as well as education inside and outside the Road Administration and R&D in economics and planning methods.
Project manager for the “Strategic National Road plan 1994-2003”. The work has been carried out in a framework of system analysis with a comprehensive function analysis of the Swedish road network, an evaluation and ranking of all possible trunk roads for different policy objectives as well as a political discussion. The work includes development of a consistent system of CBA, network and forecasting models including research on evaluation for national infrastructure investments.
