UV Disinfection System Upgrades, Indianapolis, IN. Served as the client's program manager on the design and construction of UV disinfection systems for the Indianapolis Department of Waterworks. Improvements were required to meet the EPA's mandated Long Term 2 Enhanced Surface Water Treatment Rule (LT2ESWTR.) From February 2011 to Present (4 years 11 months) Manager of Quality Assurance for Design @ Responsible for monitoring the client's execution of planning and design projects pursuant to the projected $3.3 billion Wet Weather Improvement Program for the Metropolitan Sewer District of Greater Cincinnati.
As part of the Program Management contract, participated in numerous task teams aimed at developing the client's in-house project management processes. Developed a program-specific quality assurance plan for the client's use and assisted the client in the development of RFQ/RFP packages for large professional services contracts. Also participated in an advisory role in the solicitation, negotiation, and award of major planning and design contracts valued in the tens of millions of dollars.
Led the initiatives to assemble and refine standard Division 1 specifications for the client's use on wet weather projects and assisted in similar efforts to develop standard Division 0 documents based upon industry standards.
In the role of Quality Assurance manager, provided several comprehensive analyses of risk issues pertaining to the execution of specific wet weather program projects. This work included audits of the design process, analysis of as-built functionality, and conformance to the mandates of the client's consent decrees. At the client's request, supervised the preparation of comprehensive construction claim analyses for both wet weather and asset management projects. From August 2007 to February 2011 (3 years 7 months) Manager of Design Services @ Served as a key member of the program management team at Arlington responsible for managing the design services associated with the $500M improvement program for the Arlington County Waste Water Treatment Plant. Supervised a staff of engineers and consultants engaged in performing shop drawing reviews, handling requests for information, and providing interpretations of the construction documents. Managed the procurement of pre-selected and pre-purchased equipment and served as technical liaison between the client and multiple vendors, design consultants, and construction contractors. Duties also included the preparation and administration of new design contracts, performing quarterly ratings of consultant performance, managing design changes, and providing technical input into construction claim analyses. From August 2006 to August 2007 (1 year 1 month) Chief Engineer / Program Director @ As Program Director reporting to the overall project manager, managed a staff of professional and inspection personnel during a six year, $175M construction management program for the District of Columbia Water and Sewer Authority. Served as the principal owner contact for technical and commercial issues, and was responsible for maintaining budget and schedule, and for providing coordination with client operating groups, design engineers, and multiple construction organizations. Provided supervision or direct resident engineering services on several projects adding primary treatment capacity, upgrading solids handling systems, and constructing a centralized chemical addition system.
In the role of Chief Engineer, managed the site office engineering department, consisting of professional discipline engineers, technicians, and document control personnel. Responsible for all shop drawing review, equipment approvals, and RFI responses pursuant to ongoing construction projects. Responsible for coordinating closely with client engineering staff and project design engineers to ensure timely meaningful support to the construction effort and to ensure the integrity of design intent. From February 1999 to August 2006 (7 years 7 months) Design Manager/Construction Project Manager @ Served as civil/structural design manager and construction manager on various projects in radiological waste management for specific power generation clients as well as at DOE sites. From January 1993 to February 1999 (6 years 2 months) Structural Engineer @ Lead structural engineer on multiple projects in the food processing, materials handling and process industries.
