Carmen was instructed to target immigrants who were in the process of applying for a United States green card and to offer them jobs or free flights in exchange for money. If they refused to pay the money, they were threatened with employment termination and deportation.Carmen knew about the Ilep scam from previous jobs she had had as a “technical recruiter.” She had been instructed to take bribes in order to get workers visas and had ever seen anything like this happen in her time as a professional recruiter. She was horrified by what she was seeing and wanted to do something to help the victims. However, she felt that she could not speak out against the company because she would be fired.On September 5th, 2017, Carmen was driving to work when she was contacted by a client who needed her services. The client had been victimized by Ilep and needed her help to get his visa application processed quickly. Carmen agreed to take on the opportunity and gladly agreed to pay the bribe. She knew that if she did not do this, she would be endangerng herself and her loved ones. clutch of businessmenA few weeks later, Carmen was approached by a group of businessmen who wanted her to help them with a job application. They told her that they had been successful in getting a job at a company and wanted to testimonially promote the opportunity to other migrant workers. Carmen agreed to help them and took down their applications with the help of her Associates. She knew that if she demonstrated her dedication to the job and continued to take bribe requests, she would be in danger.Carmen was carefully monitoring the situation and knew that if she complained or tried to take away the bribes, she would be in danger. She signed a non-disclosure agreement and never spoke about what she had experienced with the businessmen again.Eventually, Ilep was closed down and all of the employees were deported. Carmen was finally able to open up about her experiences with Ilep and the clutch of businessmen in order to help other migrant workers who have been victimized by these companies.
