This was a complete new build and new systems integration to make everything web enabled.• Program Manager/Principal Technical Architect responsible for Design, Procurement, and Installation of a $20M SOA based IP Services Delivery Platform• Researched and wrote requirements for a Local Exchange Carrier (LEC) to implement and procure a highly effective and financially feasible VoIP system.• Enabled a 25% customer satisfaction increase at LEC/wireless provider by architecting a new web-based customer care and billing system that was aligned with the eTOM framework.• Saved SBC $105M by architecting a new implementation strategy for local number portability. Austin, Texas AreaPrincipal Consulting Architect IT @ ATT • Served as a Global Architect for a large IXC within their IT division to provide architecture and guidance for legacy system replacement and new systems introduction for Fiber to the Premise and High Speed DSL programs..• Served as a Subject Matter Expert for implementing WNP for a small regional carrier. This included SS-7 consulting, number pooling migrations issues, and software modification to support WNP• For an IXC client, conducted extensive study of fiber architecture supporting Long Distance and Local High-Speed Access services. Project encompassed analysis of software and hardware vendors, provisioning systems and network management systems. Analyzed system interfaces and architectures between Telcordia suite of applications with legacy OSS, billing and network management systems. From January 2004 to April 2014 (10 years 4 months) Austin, Texas AreaSenior Manager Health Care Vertical @ First Consulting Group Hospital Outsourcing engagement, with particular emphasis on migration to a Cerner implementation at a major New Mexico Hospital. I was the Systems Architect to map the system migration, establish skill levels and staffing levels for the engagement. A redesign of Internet, Intranet, and Extranet sites for a Non-Profit Health Care Foundation. This redesign involved development of web based applications, XML at the data transport layer; and a restructuring of the infrastructure to add role based security, dynamic distributed content management, and a knowledge management system for support of their information sources using a .Net framework.A Health Insurance Company redesign of the Provider and Member Portals. This redesign was to implement a new structured OO methodology for the company to speed development of web based projects. This project was also the pilot project for the implementation of Vitria Middleware and expanding the use of .Net components. From 2001 to 2002 (1 year) Director Enterprise Architecture EBusiness @ Scient A B-to-B exchange based in the construction industry. This exchange was to automate workflow functions among various industry segments to include equipment management, design elements, procurement, documentation, etc. Systems Architect for a Managed Disease Health Site. A wireless hand held devices for patient information and data input was designed. Wrote the Applications Architecture, Specification and Design of Hardware/Software components of the Site which included internationalizationApplications Architect for E-Business Start Up to schedule appointments with multiple service providers. For the service provider, schedule optimization and route optimization were provided. From 1999 to 2001 (2 years) Senior Consultant Enterprise Architecture @ Fujitsu Consulting Technical Architect for new Web Enabled Customer Care and Billing System at Citizens Communications.Developed Voice over IP Requirements for Citizens Communications. Developed Middle Ware Integration Requirements for Citizens Communications and their legacy systems. Provided a WNP architecture for Citizens cellular unit.Team Leader for Business Process integration of Telecom Business Solutions at Times Warner Telecommunications.Led analysis of LNP capabilities of Allegiance Telecommunications and developed integration architecture for Telecom Business Solutions OSS and Lucent Connect Vu. From 1998 to 1999 (1 year) Technical Staff Member Networks @ SBC Technology Resources Led Wireless Number Portability(WNP) Project for network design, systems integration, vendor selection, platform selection, operational support systems design changes, Program Management Co-Chair of T1S1.6Led Wireline Number Portability Project for network design, systems integration, vendor selection, and platform selection. Which saved SBC 105 Million dollars.Provided AIN Platform Analysis for SBMS for Stand Alone HLR and WIN Services.In Depth Study of LNP traffic on SS7 network. Worked on CTIA committees for impacts of WNP. From 1996 to 1998 (2 years) Member of Technical Staff Networks @ Verizon Chief Architecture and Program Manager for an AIN Proof of Concept System. This project was 2 years, 10 million dollars, and five different development organizations with over 250 programmers. The project was finished on time and below budget. Chief Architect for AIN Platform Development at GTEArchitect for Broadband AIN platform I developed Platform and Software Requirements for GTE Client-Server Architecture with integration of GTE legacy systems with SAP connectivity.
