Headquartered at historic Fort Norfolk – one of the best-preserved forts from the war of 1812 -- the Norfolk District plays a sweeping vital role in the development and growth of the nation in peace and in war.
For more than 200 years, the Corps has supported the nation’s river-based commerce, protected established population centers, provided disaster response and constructed military facilities to protect our shores. Today, the 400 civilians and U.S. Army officers of the Norfolk District continue to serve the Commonwealth and the Nation as part of the U.S. Army Corps of Engineers, the world’s largest public engineering, design and construction management agency.

The Norfolk District offers a wide range of services including Flood Risk Management, Regulatory oversight, Navigation support, Emergency Management, Dredging operations, Ecosystem Restoration, Civil and Military Construction, Department of Defense Education Activity (DoDEA) support, Harbor Deepening projects, and Water Supply Studies. These services are designed to support both civil and military needs while ensuring sustainable development and environmental stewardship.
The Norfolk District employs a comprehensive approach to flood risk management, which includes the design and construction of flood control structures, levees, and dams. Additionally, the district conducts risk assessments, develops floodplain management plans, and collaborates with local communities to promote awareness and preparedness. The goal is to minimize the impact of flooding on lives, property, and the environment.
To obtain regulatory permits, applicants must submit a permit application detailing the proposed project and its potential impacts on waters and wetlands. The Norfolk District reviews the application to ensure compliance with federal regulations, including the Clean Water Act. The review process may involve public notices, consultations with other agencies, and environmental assessments. The timeline for permit approval can vary based on project complexity and public interest.
The Norfolk District is responsible for maintaining navigable waterways in its jurisdiction, which includes conducting dredging operations to remove sediment and debris that may obstruct navigation. The district collaborates with local ports and stakeholders to ensure safe and efficient maritime transportation. Additionally, the district assesses the environmental impacts of dredging activities and implements measures to protect aquatic ecosystems.
The Norfolk District is actively involved in ecosystem restoration projects aimed at rehabilitating degraded habitats and improving water quality. This includes initiatives such as wetland restoration, streambank stabilization, and habitat enhancement for fish and wildlife. The district works closely with environmental organizations, local governments, and communities to develop and implement restoration plans that align with regional conservation goals.
The Norfolk District supports the Department of Defense Education Activity (DoDEA) by providing resources and expertise for educational facilities and programs. This includes planning and executing construction projects for schools, ensuring they meet safety and accessibility standards. The district also engages with local communities to promote educational initiatives that benefit military families and enhance the learning environment for students.
