FILECAP staff will review the resident/applicant files with one of the following methods: 1.Initial Resident File Review: (typically used for lease-up properties) FILECAP will review the eligibility of each applicant for income and program requirements. The On Site Community Manager will submit an application and corresponding verifications to FILECAP for review. 2.Existing File Review: (typically used for established properties) Review will assess the household's eligibility to the LIHTC Program, use of proper compliance procedures and proper file documentation. A file is described as one certification period, i.e., Initial, Interim or Annual.
