FAGCI's place in the country's information security system is defined by the Russian Federation Law "On the Federal Organs of Government Communications and Information" and the Statute on FAPSI ratified by the Russian Federation president. The 1993 Presidential Decree establishing FAPSI assigned four matters to FAGCI's jurisdiction: special communications (including government communications), cryptographic and engineering technical security of encrypted communications, intelligence gathering activities in the sphere of special communications, provision of special information to higher bodies of authority. In March 2003, FAPSI was abolished by Presidential decree, and its functions divided between the Federal Security Service, Federal Protective Service and the Ministry of Defense.
