The DVA is an executive Agency within the Department of the Environment (DOE) in Northern Ireland and was launched on 1 April 2007 under the auspices of the Review of Public Administration by the merging of Driver and Vehicle Licensing Northern Ireland (DVLNI) and the Driver and Vehicle Testing Agency (DVTA). DVA is responsible for the following: Vehicle and driver testing Collection and enforcement of Vehicle Excise Duty (VED) Driver licensing Driving and motorcycle instructor registration Road transport licensing Enforcement of licensing, roadworthiness and other legal requirements Managing major contracts with private sector providers Other requirements in relation to vehicles Technical policy, change management, and education
