Information
The San Joaquin Council of Governments (SJCOG), created in 1968, is responsible for the transportation policy development, planning, and programming for the County of San Joaquin and the cities of Stockton, Lodi, Manteca, Tracy, Ripon, Escalon, and Lathrop in California. SJCOG serves as the Regional Transportation Planning Agency (RTPA) and Metropolitan Planning Organization (MPO) for San Joaquin County and provides a forum for regional decision-making on issues such as growth, transportation, environmental management, housing, open space, air quality, fiscal management, and economic development. One of the main roles of SJCOG is the administration of the Measure K program. Measure K is a voter approved, half-cent sales tax for transportation projects in the San Joaquin region. In place since 1990, it has financed numerous highway expansions, pedestrian-friendly projects, bike paths, and local road improvements throughout San Joaquin County. It has generated millions in new revenues for rail and public transit networks. During the 50-year life of the program, more than $3.5 billion will be generated and distributed among highway, transit, and local road projects. SJCOG functions under a committee structure comprised of the Board of Directors (Board), the Technical Advisory Committee (TAC), the Management and Finance Committee (M&F), and various advisory committees.
