KDIPA is one of the economic implementing arms of the State of Kuwait's development strategy, established under the Law No. (116) of 2013, regarding the promotion of direct investment in the country.

It is mandated tasks includes:
- Promoting the State of Kuwait's investment environment and available direct investment opportunities
- Licensing direct investments in accordance with set criteria
- Streamlining the investment environment to improve Kuwait’s position in competitiveness and doing business in alignment with international standards
- Raising awareness regarding the importance of direct investments
