With the objective of enhancing connectivity among cargo hubs in Asia Pacific to advance trade facilitation, in November, 2014, APEC Leaders agreed to establish APMEN and set up APMEN’s Operational Center in Shanghai Model E-port in the Declaration of 22nd APEC Economic Leaders' Meeting ‘Beijing Agenda for an Integrated, Innovative and Interconnected Asia-Pacific’.
APMEN aims to promote the development of Model E-Port in economies, establishing network and cooperation platform among member ports, improving interconnectivity and interperability of systems among supply chains, enhancing supply chain data transparency, port data platform and single window integration in Asia Pacific area.
So far, 16 ports and e-ports from 11 APEC member economies have joined APMEN. These include: New South Wales (Australia), Vancouver (Canada), TradePort, OnePort, GLSHK (Hong Kong China), Port of Klang (Malaysia), Port of Manzanillo, Port of Lázaro Cárdenas (Mexico), Peru, Shanghai and Xiamen (China), Kaohsiung (Chinese Taipei), Hai Phong, Ho Chi Minh (Vietnam), Lirquen and Coronel (Chile), Cebu (Philippine).
Asia-Pacifici Model E-Port Network Operational Center is the daily operational unit of APMEN.
