في عام 1395هـ (1975) وضمن خطة التنمية الثانية وضعت المملكة العربية السعودية استراتيجية التنمية التي تهدف إلى إنشاء اقتصاد متنوع وتقليل الاعتماد على إيرادات الزيت الخام، واتخذت قرارها التاريخي والاستراتيجي لدعم وتوسيع قاعدتها الصناعية حيث صدر المرسوم الملكي الكريم رقم م/75 بتأسيس الهيئة الملكية للجبيل وينبع في 16 رمضان عام 1395هـ الموافق 21 سبتمبر 1975 كجهاز له استقلاليته المالية والإدارية، تدار عجلته من قبل مجلس إدارة يرتبط رئيسه مباشرة بمجلس الوزراء، كما يقوم مركز الهيئة الملكية الرئيس ومقره مدينة الرياض بوضع السياسات ومتابعة تنفيذها من خلال الإدارتين العامتين في كل من مدينتي الجبيل وينبع الصناعيتين.
The Royal Commission for Jubail and Yanbu is a Saudi organization that was established as per a Royal Decree in 1975. Its main objective is the development of Jubail and Yanbu Industrial Cities. It was expanded to include Ras Al Khair Industrial City in 2009, and Jazan Economic City in 2015.
