The essential focus is Public Safety dealing specifically with the state's Criminal Justice system and both adult and some juvenile offenders. Issues are addressed in lieu of possible rehabilitation such as substance abuse, education, employment and mental health. An awareness of the workings of the state's Judicial system is an asset. Access to social work and psychology professionals is a valuable tool in assessing the likelihood of rescitivism. Through teams, an effort is consistantly made to assist with prison over crowding by supervising offenders within the communities where they can find sponsors. Offenders with violent criminal histories are not offered the opportunity to spend as much time in pre-release security living in a sponsor's community as those with non-violent histories. Allied with the Parole Commission, recommendations can be made before hearings are held as to whether or not an individual is a good risk in a jurisdiction's communities.
