From 2008 to 2014 (6 years) Director of Human Resources @ Achievements • Addressed HR and Training Departments’ cultural and procedural issues, to improve performance and outputs, through experience and a flexible and pragmatic approach to achieve the required change. • Turned round a poor assessment rating by HMIC of HR and Training functions, reviewing policies, etc. often against opposition. Demonstrated listening skills and determination to deal with difficult issues, as well as exceptional HR technical knowledge. • Provided leadership, personal input and decision-making into a series of grievances, ET issues, senior personnel challenges and outstanding issues with staff representative bodies, all of which had their genesis prior to joining. • Introduced greater flexibility, e.g., to recruitment and redundancy processes, to change HR function from organisationally disabling to value-adding. • Introduced a simple and sensible HR Strategy which got to the heart of the Force’s short to medium-term needs. From February 2005 to March 2007 (2 years 2 months) Principal Consultant @ Developed HBS business through consulting activity with clients. Placed with Northamptonshire County Council throughout 2003 as its Interim Head of Human Resources, establishing a significant and "a first", interim placement and revenue opportunity for HBS. From 2003 to 2005 (2 years) Head of Human Resource Services @ Head of Human Resource Services Led delivery of the HR operations service and HR work programme throughout Bedfordshire County Council, including schools (circa 13,000 employees and 50 HR staff). Contributed significantly to HR strategy and policy. Achievements • Consolidated HR function from its five devolved departmental locations, achieving required 10% revenue budget savings and bringing together of very different cultures. • Contributed significantly to seamless transfer of the 600 Council employees in-scope to HBS, its long-term Strategic Partner. • Led hands on and by example the robust management of a significant number of inherited long-term, poorly managed employee relations cases. From June 1999 to December 2002 (3 years 7 months) General Manager (Commercial Services and Facilities Management) @ Led and directed the Council's direct service organisations (including high public interest services like school meals and highway maintenance), other trading and facilities management services, and corporate facilities. Responsible for £20M "above the line" annual revenue budget with requirement to achieve statutorily prescribed rate of return (profit). Achievements • Virtually single-handedly outsourced 1600 employees to eight different transferee organisations via a variety of externalisation vehicles. • Project managed and negotiated major, ground breaking external contracts, e.g., the trade sale of highway and vehicle maintenance DSOs to the private sector. • Appointed to chief officer post at age 28. • Successfully responded to several Local Government Act 1988 s.13 Notices and s.14 Directions from the Secretary of State. • Turned round or otherwise successfully resolved the five of the nine services taken over that were loss making. From January 1996 to May 1999 (3 years 5 months) Assistant Director (Personnel), Commercial Services @ Managed the autonomous HR function, including health and safety and training, for a diverse workforce of over 2,500 employees (other Council departments did not gain autonomy for their HR functions until 1997). Achievements • Appointed as a senior manager at age 23. • Developed from green field and implemented Council's first ever entirely local pay, terms and conditions for 1300 employees, contributing significantly to 40% pay bill saving. • Successfully resisted over 150 Industrial Tribunal applications through robust leadership of change management processes. • Led major organisational change, including public to public, public to private and private to public employee transfers in pre and formative TUPE days.
