After that, he spent two years Naval Reserves at the Great Lakes Naval Ammunition Depot, before receiving his Ed.D. from Northeastern University in 2006.While at Northeastern, Troy was a Politics Professor and Associate Dean for the Liberal Arts and Sciences program, as well as an Adjunct Professor at the Harvard Graduate School of Business. He is also the current author of Emerging Leaders, Ignited Diaspora: A Strategy forassadorial North America, which was published in the journal Democracy in Human Affairs in 2011.Since leaving Northeastern, Troy has served as a Political Fellow at the Center for American Progress, where he currently works as the Director of Policy Studies. Troy has also been a tutor at the Naval War College and the Naval War College adjunct lecturer.Outside of politics and academia, Troy has also been involved in a number of advisory capacities, most notably as the Manager of the William P. Buckley Foundation's Governance Program.
