Hearings were conducted as adversarial proceedings under the Ohio Rules of Civil Procedure. Prepared written decisions based upon the hearing record. From January 1984 to October 1985 (1 year 10 months) Columbus, OhioStaff Attorney @ State of Ohio, Bureau of Workers' Compensation Under Ohio law the Bureau functions as a publicly held insurance company. Duties included represention of the Bureau as trial counsel in administrative hearings on the full range of issues arising under the law including hearings on the existence and extent of injuries, benefit eligibility, scope of coverage, and related issues. From 1997 to December 1998 (1 year) Miamisburg, OHSenior Corporate Counsel @ LexisNexis Responsible for compliance with federal and state privacy laws, including the FCRA, DPPA, Privacy Act, and open records laws, and for negotiating and drafting data access, licensing, and acquisition agreements for public records, copyrighted materials, and internationally sourced materials.• Negotiated and drafted data content license agreements with major media companies and publishers and agreements to acquire public records and government information for compilation and distribution online, in print, on CD-ROM, and through emerging technologies. • Advised management on data acquisition issues, copyright law, and antitrust law. • Advised management on privacy laws, including FCRA compliance, industry self-regulatory initiatives, the Federal Trade Commission Act, the DPPA, and federal and state open records laws. • Resolved consumer complaints regarding database content and data privacy issues.• Served as corporate spokesperson with the media on consumer privacy issues, including during a significant "crisis" period in 1996 regarding the release of the Lexis-Nexis P-TRAK product that commanded substantial national media attention.• Prepared and implemented the first corporate privacy policy for data collected on websites as well as crafted the corporate data privacy policy regarding personal information used in Lexis-Nexis’ information-based products and services.• Advised management on state open records laws and access to public records.• Participated in development and implementation of business unit strategy on public records acquisition, product development, and privacy compliance. From April 1990 to 1997 (7 years) Miamisburg, OHSenior Attorney @ OCLC Online Computer Library Center Responsible for negotiating and drafting a wide range of corporate transaction agreements including software and data licensing agreements, hardware and technology acquisition agreements, hardware leases, and software escrow agreements.
