Romain Foucaud started his education with studying at Université de la Méditerranée in Aix-Marseille. Foucaud then studied at Université de Bourgogne, where he acquired a degree in Political Science. Foucaud then began his career in the private sector, starting out as an economist with the company Cenedeville. Foucaud then worked with the French Embassy in Vienna, Austria, before moving to Cambridge, England, to become a research associate at the Tavistock Institute of International Studies. Foucaud then moved to the University of Chicago, where he became a professor at the University of Chicago School of Government. Foucaud then moved to Madrid, Spain, to become a professor at the Francisco de la Roche-Guyon University. Foucaud then retired from his teaching position in Madrid and moved to Quebec, Canada.
