Paul Mulhern has over 15 years of clinical practice and business management experience and almost 10 years of marketing management experience. Paul has provided a range of clinical social work services, including medical case management and utilization review in hospital emergency, inpatient (including almost every medical specialty) and sub-acute settings. He also provided direct patient psychological and addiction health treatment in multiple health care settings including hospital emergency, inpatient, sub-acute, community based, and private outpatient. Paul then earned a MBA (with honors) with a concentration in Management and Marketing. This led Paul to health care consulting at Booz Allen. Paul provided scientific and program management support of the National Cancer Institute's Center for Biomedical Informatics and Information Technology (NCI CBIIT). Paul initially supported the medical imaging informatics program at CBIIT and eventually had the opportunity to support senior leadership in the management and marketing of their entire bioinformatics program portfolio. Paul also participated in marketing Booz Allen services across almost every Federal health agency. Paul’s experience working with the NCI and the academic research community led to an opportunity to return to his undergraduate alma mater at UMBC to lead the marketing, advertising and media relations for the Information Systems Department, which includes the Online Masters in IS Program and the IS’s support of Health IT Professional Master’s Program. In addition, Paul is leading UMBC’s collaboration with the University of Maryland Medical School and the Baltimore Veteran’s Administration Medical Center to conduct research to better understand psychosocial trends in suicide risk among Veterans. Paul recently received a research appointment to the Veteran’s Administration. Mr. Mulhern continues his clinical practice in his home community of Frederick, Maryland at Catoctin Counseling Center.

Working closely with IS department faculty and staff, he leads the design and content development of material for marketing communications as well as overseeing the writing and editing copy for accuracy, clarity and consistency of message. Mr. Mulhern manages the UMBC Information Systems department’s annual marketing and advertising budget. In 2013, Mr. Mulhern developed and launched new websites for both the IS Department and the Online Masters in Information Systems. He serves as the administrator for both sites. From October 2012 to Present (3 years 2 months) Baltimore, Maryland AreaResearch Assistant @ Mr. Mulhern conducts clinical research on health topics relevant to Veterans, with a focus on suicide prevention and other risks related to mental/addiction illness, war related trauma and psychosocial stressors as well as helping to refine suicide and overdose risk ontology across the VA. He is also responsible for setting up dedicated virtual environment at BVAMC’s for datasets related to research within VA Informatics and Computing Infrastructure (VINCI) Program, and serving as database administrator for this environment at BVAMC. Mr. Mulhern as a BVAMC liaison to the VINCI program. His support involved serving as a liaison between the clinical team and operations management. This included the development of a balanced scorecard for clinical staff that proved robust for addressing operational goals while simultaneously providing ease of understanding for clinical staff. Mr. Mulhern partnered with other core business departments as well as supportive functions including HR and IT, to address technical and non-technical barriers and to insure organizational goals were met. From 2000 to 2005 (5 years) Columbia, MarylandSocial Worker @ While at Medstar Health, Mr. Mulhern provided case management and discharge planning services for a caseload of 13 to 26 adult psychiatric patients. This included collaborating with psychiatric and allied teams in diagnosis and treatment plans, as well as organizing data concerning family, medical history, and onset of symptoms obtained from patient, relatives, and other sources. Mr. Mulhern provided psychiatric triage services on an "on-call" basis for all five Baltimore area Medstar hospital emergency departments. In this role, he was responsible for evaluation, diagnosis, and disposition. He obtained insurance authorization when necessary, and maintained documentation of services provided in medical records.
