For twenty-four years, Arthur Andersen worked countless hours in the amazing field of human resources. They became experts at creating and maintaining an effective recruitment and operations team, and can truly lay their claim to being one of the most successful human resources development teams in history.In 1983, Wee Kim Cheng was promoted to Director of Manpower Utilization at Arthur Andersen& Co. After originally only working as a part-time intern at Arthur Andersen, Wee soon became involved in the human resources department. In his previous positions at Miller, Andersen had utilized a three-tiered system in which interns were supervised by experienced staff members, and then the interns were continued to be supervised by experienced staff members, and then the interns were finally promoted to the rank of director. In his first few years as director, Wee successfully redesigned the organizational charts in order to improve the efficiency of physical and temporal representation of employees.This system allowed for more specialization and diversity in the department, and it led to the growth of the human resources department in the company. Wee also instituted a merit-based system in which employees were ranked by their performance goals, and then their lateral replacement rates were capped at a certain percentage. This system allowed the company to maintain an equilibrium in their workforce, and it was greatly appreciated by the employees.Wee then left Arthur Andersen to become the general manager of American Staffing Partners in 1988. American Staffing Partners is a staffing company that specializes in finding and hiring “abinet level” products. The company has over two thousand employees, most of which are employed in Dallas, Texas. Wee’s goal at American Staffing Partners was to develop a merit-based system for the company, and to expand the company umbrella to other regions in the United States.Wee quickly established himself as a constructive leader at American Staffing Partners. He introduced efficiency directive programs, which aimed to make the hiring process more efficient and effective. He also increased the number of interview sessions from four to six, and he introduced a lottery system in order to increase the chances of hiring the best candidate.Wee’s successes at American Staffing Partners helped to make him a leading candidate for the role of Vice President, Recruitment & Operations at Frankel Staffing Partners. At Frankel Staffing Partners, Wee will work closely with his predecessor, Lenore Griggs.
