He was assigned to the Law Enforcement Legal Affairs Unit, with responsibilities which ranged from writing policy and procedures for New Jersey Law Enforcement, reviewing proposed legislation, litigating police-related civil matters, and providing legal advice to this State's law enforcement community. In addition, Mr. Holtz was named Executive Editor of the Attorney General’s publication, the Law Enforcement Reporter. During his tenure as Deputy Attorney General, Mr. Holtz also engineered a major revision and update to the State's charging manual. In 1992, Mr. Holtz authored the first edition of the textbook Criminal Evidence for Law Enforcement Officers, now published by LexisNexis Publications. Presently, the book is in its third edition. This textbook is used in many colleges as a “Law of Evidence” textbook for law enforcement and criminal justice majors. It is also relied upon by many police officials as a source of information to assist in the preparation for promotional examinations. Another one of Mr. Holtz’s responsibilities at the Attorney General's Office was to provide basic and in-service training to the police officers in the State. The training seminars were conducted at the Division of Criminal Justice Academy, either in Sea Girt or at Fort Dix. In 1995, after a change in administration at the Attorney General's Office, Mr. Holtz accepted an appointment from the Cape May County Prosecutor to the position of Executive Assistant Prosecutor. In this capacity, he provided legal advice to the prosecutor, administered various office functions, administered the Megan's Law procedures and protocol, and performed duties as the Police Legal Advisor for the county. In addition, he was required to conduct basic and in-service training seminars for all of the officers in Cape May County.
