I was a member of the FCO’s Management Board, managed a complex budget of over £1.9bn transforming the FCO’s financial management under my “Five Star Finance” change programme (accounts closed ahead of all other Departments, controls strengthened, fraud reduced). This transformation of finance was independently verified by the National Audit Office while recognised by the Public Accounts and Foreign Affairs Committees as leading Whitehall practice. From January 2007 to December 2010 (4 years) Director, Resources (ie CFO+) @ The Met had 52,000 staff, a £3.2bn budget, 700 properties (value: £1.8 billion), and covered all 32 London Boroughs and Heathrow Airport. As Director of Resources (ie CFO) I was headhunted to report to the Commissioner. I was a member of the Met’s Management Board, led 2000 staff in the finance and resource functions, including procurement, property and commercial services across 150+ business units through a team of 12 directors and an annual revenue budget of £350 million.

I was invited to join the HQ team by the owner/CEO, I reported to the CEO in a start-up and business development role to lead Accord’s drive into providing professional support services; winning new contracts with Oxfordshire County Council, Westminster City Council, London Borough of Barking and Dagenham, and Birmingham City Council. From 1999 to 2000 (1 year) Director of Finance & Support Service (ie CFO+) @ Lewisham is the 3rd largest London Borough with a populatin of 243,000 and the 11th most deprived in England and Wales at the time. Headhunted to report to the CEO, as a member of the Management Board and Statutory Finance Officer, I led the Finance, Revenue, Legal, IT, Property, Audit & Risk functions and promoted change. From 1997 to 1999 (2 years) Assistant Director (Corporate Finance); Chief Internal Auditor; and Head of Corporate Finance @ Tower Hamlets was one of the most deprived and challenging Local Authorities across most measures. As Deputy Chief Finance Officer I improved Treasury, VAT, Taxation, Leasing, and Banking functions. Advised Pension Fund Trustees and Investment panel. I also led the corporate budget strategy, budget monitoring and financial reporting. As Chief Internal Auditor I established the first Audit Committee and delivered the Annual Audit Plan. As Head of Corporate Finance I provided strategic financial advice on large scale MBO and partnership schemes. I divested non core services e.g. careers services and outsourced the running of large and legacy IT applications.
