This includes the Iowa Division of Criminal Investigation (including the DCI Crime Lab), Division of Narcotics Enforcement, State Fire Marshal's Office, and the Division of Intelligence and Fusion Center. The Division of Intelligence is the State of Iowa’s designated Fusion Center and as such this position serves as the Director of Fusion Center operations.
The Iowa Division of Intelligence and Fusion Center has the mission of leading and coordinating intelligence and homeland security efforts that protect Iowa, while upholding the Constitution. From June 2010 to January 2014 (3 years 8 months) Des Moines, Iowa AreaAssistant Director @ Oversight of the Support Operations Bureau of the DCI which includes the Records and Identification Unit, Sex Offender Registry Unit, and the Administrative Support Unit which is comprised of civilian staff that performs clerical, inventory, budgeting, purchasing and logistical functions for the Division of Criminal Investigation.
o The Records and Identification Unit is the central repository for all Iowa criminal history records.
o Automated Fingerprint Identification System (AFIS), a fingerprint data base section, makes prints available to all criminal justice agencies throughout Iowa for use in criminal investigations.
o The Iowa Sex Offender Registry, maintained by the DCI, lists the name and current address of offenders convicted or adjudicated of a criminal offense against a minor, sexual exploitation, or a sexually violent crime. From June 2008 to June 2010 (2 years 1 month) Des Moines, Iowa AreaSpecial Agent in Charge, DPS Public Information Bureau Chief @ Primary contact for questions and records requests from the media and general public involving the Commissioner's Office, Division of Criminal Investigation, Division of Narcotics Enforcement, Governor's Traffic Safety Bureau, Iowa State Patrol and State Fire Marshal.
Oversee and coordinate special events, such as press conferences, DPS employee award recognitions, and other events related to department activities.
Oversee development and management of the DPS public Internet site as well as the internal Intranet.
Draft Department Policy as it relates to media relations, records retention and dissemination of information.
Act as spokesperson for the Department and its Divisions on a variety of topics to include Public Service Announcements, Amber Alerts and other critical incidents. From 2004 to 2008 (4 years) State LEIN Coordinator - Intelligence Bureau @ Coordinate statewide collection and exchange of criminal intelligence information, through the LEIN Program.
Facilitate, and at times organize, proactive task force investigations of individual(s) or groups of individuals whose criminal activities affect multiple jurisdictions.
Procure covert surveillance equipment to be used during covert operations.
Coordinate and conduct a two week Criminal Intelligence Course on an annual basis. Attendance in this course is mandatory for membership in LEIN.
Coordinate the organization and preparation of an annual 3-day training conference, which is attended by approximately 175 law enforcement officers. From June 1997 to November 2003 (6 years 6 months) Des Moines, Iowa AreaDivision of Criminal Investigation Special Agent (Gen. Crim/Intelligence) @ Investigation of major criminal activities in assigned zone. Investigations included homicides, assaults, robberies, burglaries, rapes, public corruption, embezzlement, frauds, child abuse, sexual exploitation and numerous others.
From 1990 to 1996, in addition to the above-described responsibilities, served as a member of the Iowa Child Exploitation Task Force. This federal task force, sponsored by the United States Postal Inspection Service, focused investigative efforts towards child exploitation and child pornography. During this time, I testified as an expert witness in numerous cases in the area of child pornography and sexual exploitation. I also provided training to law enforcement and prosecutors in child exploitation investigations. From October 1990 to June 1997 (6 years 9 months) Des Moines, Iowa AreaIowa State Patrol Trooper @ General traffic enforcement duties in District 1, Des Moines, providing assistance to local law enforcement where needed.
Conducted accident investigations, traffic enforcement and other general patrol duties.
Served as a Technical Accident Investigator, conducting in-depth investigation into fatality accidents or other serious accidents.
Served as a member of the Area ‘A’ Tactical Team which was called in to assist with high risk situations such as armed, barricaded suspects or hostage situations.
Assigned, on a part-time basis, to the Governor’s Security Detail. From July 1987 to October 1990 (3 years 4 months) Des Moines, Iowa AreaPolice Officer - Detective @ Conduct criminal investigations and supervise any criminal investigation conducted by officers of the Atlantic Police Department.
