Colin is a professionally qualified civil engineer with 38 years’ in the industry. His experience includes infrastructure work across the whole project life cycle from inception and master planning through technical assessments to design and supervision. He has been involved in and responsible for transportation, highways and associated structures, major reclamation, drainage, utilities, rail, environmental together with airport works. He has worked on a number of high profile projects and is an experienced expert witness.
He began his career working for large Local Authorities in the UK before moving into consultancy in the mid-1980s. His experience has also included overseas work, where he has been involved in a number of projects predominantly in the Middle East. Currently he is based in Qatar, where he has been the on-site liaison director for WSP at Hamad International Airport for the last 4 years.

Technical Director @ • Local liaison director at New Doha (Hamad) International Airport for the thirty year master plan for the development of Airport City as an extension to the main airport. Fundamental elements of this mixed use proposal include new western taxiway and apron, integration of the proposed metro and long distance rail, replacement sea rescue facilities, new headquarter buildings, together with the roll-out of infrastructure and utilities across the ten hectare site.
• Also led WSP input into the preliminary master plan for the adjacent Qatar Cultural and Sports Hub (QCSH) development which incorporated the site of one of the proposed stadiums for the FIFA World Cup 2022.
• Hamad International Airport – Main Passenger Terminal Expansion, comprising extended concourses, expanded processing facilities and new links to metro station. In April 2014, Colin began involvement on the Main Passenger Terminal Expansion as the local liaison director for WSP in support of Fosters and Partners who are leading the study and design.
• From September 2013 – October 2014, Colin was also the project manager for Al Khor Industrial Area Project – Ashghal LRDP framework. This scheme involving the development of roads and utilities network for a proposed 450ha industrial area including housing for a population of 55,000 workers. From September 2011 to Present (4 years 4 months) Technical director @ Technical Director – Development and Transportation. Colin provided high level strategic advice covering engineering master planning, transport assessments, transportation studies and civil engineering infrastructure including highways, drainage and utilities. From 2005 to September 2011 (6 years) Head of Transportation and Highways @ Colin built a specialist team, advising both private and public sector clients on transport work ranging from feasibility through concept design and on to construction. He was responsible for business development, securing commissions and overall P&L and was also a member of the overall office management team and frequently acted as project director for multi-discipline projects From September 1999 to September 2005 (6 years 1 month) Divisional Director @ Divisional Director with DHV / Aspen Burrow Crocker and Head of the Transportation and Environmental Department. His management responsibilities included bringing together under one department a number of disciplines, including traffic, economics, railway engineering and environmental. Responsible for this department which effectively operated as a separate business unit within the overall Civils Division and was a member of the Civils Division Management Team and provided technical support both in the south-east region and to DHV (International) Ltd. Commissions included traffic and transportation studies, rail feasibility schemes, design and supervision of infrastructure together with environmental assessments and audits for both public and private sector clients.
